Analytic Engineer

Primary Location: NGIC, Charlottesville, VA, US

 

Security Clearance: Current Top Secret/SCI with CI Polygraph

NOTE: The Government will provide poly for candidates whose exam coverage has lapsed. The Government WILL NOT provide an initial poly.

Job Summary

The Defense Intelligence Agency (DIA) Science & Technology Directorate requires an experienced Analytic Engineer to work as part of a team providing risk assessments associated with technology transfer and potential threats to U.S. defense technologies and/or sectors.

 

Knowledge and Skills

  • All personnel shall be highly proficient in using basic computer applications such as Microsoft Office.

Essential Duties and Responsibilities

  • Conduct in-depth research and provide recommendations for specific cases regarding the authority of CFIUS to review the transaction, the national security risks posed by transactions, and the options available to mitigate identified risks.

  • Rapidly develop complex information papers, briefings, and discussion documents concerning broad array of commercial foreign entity and CFIUS concerns.

  • Research and analyze large-scale foreign transactions of U.S. assets and companies with multifaceted technology and supply chain issues to articulate potential risks to DoD capabilities and operations.

  • Collaborate with CFIUS member agency counterparts to ensure awareness and that stakeholders have the information necessary to reach determinations on cases and, if necessary, mitigate any national security risks posed by transactions.

  • Develop detailed analytical documents that present research, analysis, and recommendations concerning specific cases.

  • Develop briefings, background information, and research materials to facilitate the discussion and analysis of CFIUS cases with leadership.

  • Synthesize large amounts of information and conduct literary searches necessary to develop conclusions and inform leadership.

  • Support client policy staff and coordinate activities in developing and carrying out new regulatory programs and regulations for the expansion of CFIUS jurisdiction through the Foreign Investment Risk Review Modernization Act (FIRRMA).

Experience and Education

  • Candidate must hold a Bachelor’s or Master’s degree in sciences, engineering, mathematics, or equivalent.

  • Candidate must have at least 8 years’ experience in Electrical, Bio/Chemical, Aerospace, or Computer Engineering.

  • HIGHLY DESIRED: Experience in technology transfer, USXPORTS, and/or CFIUS.

  • Possess experience in applying a wide range of engineering or architectural theories, concepts, principles, standards, and methods.

Senior-Level All Source Intelligence Analysts

Primary Location: MacDill AFB, Tampa, FL, US

Security Clearance: Current Top Secret/SCI with CI poly

Job Summary

The USCENTCOM JIOC requires intelligence planner support to produce and deliver timely analytic reporting through use of intelligence enterprise systems, tools, capabilities, research methods, and organizations. Selected analysts will have and maintain the ability to conduct all-source analysis of the USCENTCOM AOR and USCENTCOM Areas of Interest (AOI) (as defined by the Unified Command Plan). All-Source Analysts will have and maintain the ability to gather and analyze information, and provide recommendations necessary for the Government to produce, disseminate, and apply intelligence products in the following subject areas: Analysis, Production, Application and Dissemination - Current and Term, Daily Production, Graphics and Visual Information, Write for Release, Current Intelligence Support, Political/Military, Terrorism, Human Terrain/Socio-Cultural, Geospatial Intelligence, Compromise Mitigation Support, Open-Source, Order of Battle, Target Intelligence Analysis, Target Materials Analysis, and Target Discovery and Network/Systems.

Knowledge and Skills

  • All personnel shall be highly proficient in using basic computer applications such as Microsoft Office.

Experience and Education

  • Bachelor’s or Master’s Degree with 8+ years of intelligence analysis experience, OR
    Specialized training and 10+ years of intelligence analysis experience and recent equivalent intelligence/academic experience.

  • Expert level of knowledge and familiarity with ODNI analytical standards.

  • The following skills are desired:

    • Excellent writing and critical thinking skills.

    • Previous experience editing and reviewing products.

    • Experience assigning priorities and completing multiple tasks.

    • Excellent interpersonal skills, experience negotiating change and resolving conflict on analytic issues with authors and managers.

    • Experience navigating across organizational boundaries and working in teams.

    • Knowledge of the Intelligence Community.

Data Architect

Job Summary

The Defense Intelligence Agency (DIA) Operations Directorate requires an experienced Data Architect to work as part of a team helping define how the organization’s data will be stored, consumed, integrated, and managed by different data entities and IT systems, as well as any applications using or processing that data in some way. The Data Architect will help evaluate the needs of data, databases, and systems, the data that is available, and create a blueprint for creating, testing, and maintaining that data.

Knowledge and Skills

  • All personnel shall be highly proficient in using basic computer applications such as Microsoft Office.

Essential Duties and Responsibilities

  • Design framework to process and extract value from large disconnected datasets. Assist DIA Subject Matter Experts, System Owners, and data stewards in the development and update of data architecture products that represent solution to enterprise level views of an organization’s data assets and resources.

  • Support the integration of the data architecture with other enterprise domains addressing business processes, information systems, security guidelines, and technical infrastructure. Translate business requirements into corresponding data requirements.

  • Develop, maintain, monitor data architecture artifacts and guidance including data requirements, conceptual, logical, and physical data models, data flow, data interface descriptions, data asset blueprints, include as is and to be views and transition roadmaps, data asset inventories, and data dictionaries. Develop data classification frameworks to support data discovery and retrieval by data service and users.

  • Schedule and conduct reviews of data architecture design, models and artifacts, and validate against solution design. Support the monitoring and improvement of organizational data quality.

  • Evaluate, recommend, and incorporate the use of data capability related tools (e.g., data quality, ETL, visualization, and analysis) and database technologies into the ongoing management of the data architecture to increase business value of data resources to the enterprise.

Experience and Education

  • Bachelor’s degree in Computer Engineering or related field.

  • 5+ years’ experience in a data analysis or management role.

  • Knowledge of C and PHP languages.

  • Ability to work in distributed systems.

  • Able to develop creative solutions to problems.

  • Proficiency with Oracle.

Data Engineer

Job Summary

The Defense Intelligence Agency (DIA) Operations Directorate requires an experienced Data Engineer to help design and build data pipelines to meet overall architecture requirements. The Data Engineer will focus on helping customer projects on data collection, integration, prep/transformation, and implementing services such as data processing and/or machine learning on datasets. In this role, Data Engineer will work on both traditional and on some of the latest technologies, collaborate with teams for data pipelines and delivery, interact daily with management, and help build a great program of operations. The Data Engineer will be part of the core team and play a critical role in supporting external operations.

  • Build and automate data pipelines.

  • Ability to work as a member of a team assigned to design and implement data collection, integration, and transformation solutions.

  • Propose design solutions and recommend best practices for large scale data analysis.

  • Meet the data needs of Data Scientists

Experience and Education

  • B.S. or equivalent degree in computer science, mathematics or other relevant fields.

  • 3-7 years of hands-on experience in ETL, Data warehouse, Data Marts, Visualization and/or building data pipelines, modeling and designing schema for data lakes or for data platforms.

  • Strong programming and scripting skills experience and expertise in two or more of the following: Java, XML/XSLT, Python, Perl, Shell Scala, C.

  • Proficient in big data/distributed computing frameworks such as Spring, Hadoop, Apache Hive, Spark, Kafka, etc.

  • Practice working with, processing, and managing large data sets (multi TB/PB scale).

  • Experience with Agile implementation methodologies.
